The problem with the OIE is that it is advised by science but not driven by science - it is essentially a political organisation where competing nations use the forum to obtain a trading advantage over their competitors, or otherwise seek to handicap their competitors with inflexible rules. Thus, there is a limit to the consensus that can be achieved - at a political level - and when the horsetrading takes over, science (and common sense) fly out of the window. That is the very nature of inter-governmental politics. It is a dirty, nasty, messy and fundamentally dishonest business.
