Exercise Hornbeam was carried out this year with the same secrecy as in 2001. Not even officially recognised "stakeholders" were involved in it. The SAC review of both Hornbeam and the Contingency Plan, with its dismissive comments about vaccination, appears to have been quietly placed on the DEFRA website - under Science rather than Foot and Mouth. It has not been properly discussed with stakeholders nor shown to them.
